What is the Union Training Assistance Programme (UTAP)?

UTAP is a training benefit for NTUC members/ NTUC Starter members to defray their cost of training. This benefit is to encourage more members to go for skills upgrading and re-skilling. The NTUC Starter Membership gives youth aged 18 to 25 a head start in the workforce and supports their needs as they transition from school to work.

NTUC members enjoy 50% unfunded* course fee support for up to $250 each year when you sign up for courses supported under UTAP. NTUC members aged 40 and above will get increased funding support from $250 to $500. NTUC Starter members can enjoy 50% unfunded course fee support for up to $200 per year when you attend courses supported under UTAP.

* Unfunded course fee refers to the balance course fee payable after applicable government subsidy.

Here’s an example of how you can utilise UTAP:

WSQ Certificate in Workplace Safety & Health
(a) Full course fees (before subsidy) $2,000
(b) Less government subsidy e.g.90% -$1,800
(c) Course fee payable (after subsidy) $200
(d) Less UTAP funding (50% of course fee payable after government subsidy) -$100
(e) You pay
$100

Who can apply?

All NTUC members and NTUC Starter members can apply for UTAP and UTAP-Lite respectively. However, the following criteria must be met to be eligible for UTAP/ UTAP-Lite:

  1. NTUC member/ NTUC Starter member must commence the course or complete the assessment within UTAP approved period.
  2. NTUC member/ NTUC Starter member must submit either certificate of completion of training and assessment or training attendance sheets showing at least 75% attendance for the course(s) and sit for all prescribed examination(s) if any. 
  3. NTUC member/ NTUC Starter member must submit claims via UTAP system within 6 months after course/ assessment completion.
  4. NTUC member/ NTUC Starter member must not claim full funding through company sponsorship or other types of funding. 
  5. NTUC member/ NTUC Starter member must have paid-up NTUC membership before course/ assessment commencement, throughout the entire course/ assessment duration and at the point of claim.


How to apply for UTAP?

Step 1: Check for UTAP-supported courses.

Step 2: Register for course with training provider and attend training. For course information and enrolment, please contact the training provider.

Step 3: Log in using Singpass and submit online claim within 6 months after course completion. Late claims will be rejected.
